PROBLEM TO BE SOLVED: To provide a high-definition plasma display panel which has a stable address discharge and can be driven at a low voltage. SOLUTION: The PDP has a front plate 1 and a back plate 2, where the front plate 1 has at least display electrodes 6, a dielectric layer 7, and a protect film 8 which are formed on a front glass substrate 3; the back plate 2 has at least address electrodes 10, partitions 12, and phosphors 13 which are formed on a back glass substrate 9; the front plate 1 and the back plate 2 face each other; and the periphery of them is sealed to form discharge spaces 14. A method for manufacturing the PDP comprises a hydrotreating step for enclosing a gas containing at least hydrogen in the discharge spaces 14 to hydrotreat the inside of the PDP; a gas exhausting step for exhausting the gas; a discharge gas enclosing step for enclosing a discharge gas having a hydrogen gas concentration of at least 0.1% or more, and a xenon gas concentration of 5% or more in the discharge spaces 14 from which the gas has been exhausted; and an aging step for aging the PDP having enclosed the discharge gas.
