PROBLEM TO BE SOLVED: To provide an electronic bulletin board system capable of keeping order in a bulletin board by adopting flexible measures against a user improperly posting on the bulletin board. SOLUTION: The electronic bulletin board system in this embodiment executes a step (S11) of counting up the deleting vote number of a contribution stored in a contribution record table 133 by an arithmetic unit 11 when taking a vote of the effect of desiring deletion from the user to a certain contribution, a step (S13) of processing so as not to display the contribution of reaching a predetermined value in the deleting vote number on the bulletin board, a step (S14) of counting up a contribution deleting frequency stored in a user record TBL 132 to the user of writing the deleted contribution, and a step (S16) of processing so as to stop the contribution to the bulletin board to the user of reaching the predetermined value in the contribution deleting frequency.
