PROBLEM TO BE SOLVED: To provide a surface-conditioning composition which inhibits a metallic material from being electrochemically corroded during chemical conversion treatment, because a denser phosphate coating than ever with a sufficient coating weight can be formed on the surface of the metallic material, which conditions the surface of a metallic material that is hardly chemical-conversion-treated such as an aluminum-based material and a high-tensile steel sheet so that a chemical conversion coating having a sufficient coating weight can be formed thereon, which can shorten a chemical conversion treatment period of time due to the improvement of a chemical conversion treatability, and which has superior dispersion stability of phosphate particles of a metal in the surface-conditioning liquid. SOLUTION: The surface-conditioning composition includes phosphate particles of a divalent or trivalent metal, and has a pH of 3 to 12. The phosphate particles of the divalent or trivalent metal has a D<SB>50</SB>of 3μm or smaller.
