PROBLEM TO BE SOLVED: To provide an apparatus, a method and a system for processing paper sheets, each of which can save a resource for hardware to be used as a recognition unit. SOLUTION: The apparatus for processing paper sheets is provided with: a plurality of recognition units 33a, 33b, ..., each having a plurality of algorithms according to machines of transmitters of the information to be recognized; and a monitor device 32 for calculating the amount of the information which is to be recognized and is input in each of machines of transmitters and setting or changing the algorithm to be utilized by any of recognition units 33a, 33b, ..., according to the calculated amount of the information.
