A system using information, which is related to the physical qualities of wireless channels determined at locations where mobile terminals may be existent, to appropriately judge the normality of the channel qualities of wireless cells. Each mobile terminal determines the physical quality of the wireless channel. A control apparatus compiles the physical qualities notified of by the mobile terminals for each of the wireless cells and generates histogram information. A management apparatus acquires the histogram information generated by the control apparatus and judges, based on a plurality of quality indexes from the histogram information, the normality of communication for each wireless cell.
