<P>PROBLEM TO BE SOLVED: To provide a safety cap capable of securing a required tightening torque (plug opening torque) even in a container having an inner plug with a small diameter tip, and has a child-resistant effect by which the safety cap cannot be opened merely by rotating operation. <P>SOLUTION: This safety cap 20 comprises a screw type inner cap 21 and an outer cap 22 which is axially movably installed rotatably in a limited range while covering the inner cap 21 is integrated with the inner cap 21 by a push-down rotation, and is loosely rotated by only rotation. In the safety cap 20, the inner plug 6 is made to project from a disk part 7 abutting on the tip of a container mouth part 2 to form an inner plug part 8. Then, a smaller diameter part 21c which is allowed to abut on the disk part 7 and restricts an interference is formed on the inside of the intermediate part of the inner cap 21. Thus, the smaller diameter part 21c of the inner cap 21 abuts on the disk part 7 of the inner plug 6, the interference is restricted, and overtightening is prevented.
