<p><P>PROBLEM TO BE SOLVED: To provide a pretensioner and a seat belt device capable of improving pressure efficiency. <P>SOLUTION: The pretensioner 10 has a housing 12 through which a wire 11 penetrates and a cylinder 14 held by the housing 12. One end of the wire 11 is connected with a seat buckle, and the other end of the wire 11 is held by a piston 15 slidably stored inside the cylinder 14. In the housing 12, a gas generator 23 generating high-pressure gas to move the piston 15 to the direction to draw in the wire 11 is provided. A protection member 26 covering the outer peripheral face of the wire 11 and a seal member 30 sealing between the wire 11 and an inner wall face of the housing 12 are provided inside the housing 12.
