PROBLEM TO BE SOLVED: To perform processing of a moving image using a correct field order, even if a field order is not set in advance. SOLUTION: An image processing apparatus, which decides the field order of moving image data, is provided with a motion data detecting section for acquiring field data of a first field type of moving image data and field data of a second field type thereof, comparing them and detecting motion data indicating motions between them; a field order determining section for using the motion data to determine the field order of the moving image data; and a field data processing section for processing the field data in accordance with a result of determination.
