PROBLEM TO BE SOLVED: To provide a toilet bowl flushing water producing apparatus and a toilet bowl flushing system capable of dissolving and eliminating formed and accumulated urolith. SOLUTION: The toilet bowl flushing water producing apparatus comprises an on-off valve for opening/closing a passage of flushing water supplied to a flush toilet bowl; a discharger capable of causing electric discharge to produce nitrogen oxide gas by applying voltage between at least a pair of electrodes; a dissolution part provided in the passage of flushing water to dissolve the nitrogen oxide gas produced by the discharger, in the flushing water; and a control part capable of controlling the on-off valve and the discharger. The control part opens the on-off valve to dissolve the nitrogen oxide gas in the flushing water passing through the dissolution part, and discharges the flushing water from the dissolution part.
