PROBLEM TO BE SOLVED: To provide a developing roller capable of surely preventing carrier adhesion, a developing device having such a developing roller, a process cartridge and an image forming apparatus. SOLUTION: A developing sleeve 32 includes a magnet roller 33 and adsorbs developer containing toner and a magnetic carrier on the outer surface by magnetic force of the magnet roller 33. The toner of the developer adsorbed by the developing sleeve 32 of the magnet roller 33 is transferred to a photoreceptor drum 8 at a developing magnetic pole S3. A different magnetic pole N4 adjacent to the developing sleeve 32 on the downstream side in the rotating direction G is provided to the developing magnetic pole S3 so as to have magnetic flux density of at least 90% or more to magnetic flux density of the developing magnetic pole S3.
