PROBLEM TO BE SOLVED: To suppress temperature changes inside two transparent plates and to suppress changes in characteristics of an optical element disposed therein. SOLUTION: A dimmer 10 as one embodiment of the invention has a multilayer structure to be suitable for an exterior usage. A first transparent plate 11 and a second transparent plate 12 are disposed separated from each other and the space between the plates is sealed. A gas layer or a vacuum layer is formed between the first transparent plate 11 and the second transparent plate 12. A liquid crystal optical element 13 is fixed on the first transparent plate. Thereby, temperature changes in the liquid crystal optical element 13 by environmental temperature changes can be suppressed and the optical characteristics of the element are maintained.
