PROBLEM TO BE SOLVED: To obtain azadirachtin extract liquid having a high safety, high storage stability and high concentration by using only water in the extraction of the azadirachtin from Neem tree. SOLUTION: This azadirachtin extract liquid is obtained by immersing the leaves, trunk, tree liquid, flowers or fruits of the Neem tree in alkaline ion water having a stable pH value for a long period and obtained by dissolving a crystalline clay mineral further in an alkaline ion water and acidic ion water obtained by electrolytically treating raw material water dissolving the crystalline clay mineral and then electrolytically treating by feeding the alkaline ion water and acidic ion water to each of the prescribed electrode sides, for a prescribed time and then filtering.
