An interior construction material having a carpet layer and a functional layer is provided to secure excellent sound and vibration absorption performance by forming the functional layer under the carpet layer and to be used as materials for walls, ceilings, and floors. The interior construction sound absorbing material(20) is composed of a PET(Polyethylene Terephthalate) carpet layer(21) for containing a phosphorous flame retardant of 0.05~5wt.% to phosphorous atoms and having a pile(211) forming a uniform curved surface by continuously aligning ridges and gullies; a coating layer(C) integrated with the carpet layer or an adhesive layer(22) or applied on the pile of the carpet layer; an absorbing layer formed under the carpet layer; and the adhesive layer made of synthetic resin to bond the carpet layer and a sound absorbing layer(23).
