PROBLEM TO BE SOLVED: To reduce a calculation quantity and storage capacity needed for a process of reducing "blur" of a speech spectrum due to a window function applied to obtain micro-segments. SOLUTION: A dictionary for speech synthesis contains an approximate spectrum correcting filter 306 substituting a spectrum correcting filter 310 obtained based upon a speech waveform 301 and a corrected speech waveform obtained by applying an approximate correcting filter 302 to the speech waveform 301 to reduce the effect of use of the approximate spectrum correcting filter 305 instead of the spectrum correcting filter 310. For speech synthesis, micro-segments are cut from the corrected speech waveform 303 by using the window function, spectrum-corrected micro-segments 307 are obtained by applying the approximate correcting filter 306 thereto, and those are re-arranged and then superposed to obtain a synthetic speech waveform 309.
