PROBLEM TO BE SOLVED: To provide compression image data with a code quantity less than but close to an object code quantity for each unit time length. SOLUTION: An upper limit LIM1 (30 bits) of a code quantity redistributed to each macro block of a first I picture being a component of a GOP is selected smaller than an upper limit LIM8 (50 bits) of the code quantity re-distributed to each macro block of a succeeding B picture and a uniform code quantity is assigned to each macro block of the I picture. A final macro block transfer code quantity Sj (160 bits) of the I picture is re-distributed to each macro block in a succeeding B picture. Then the upper limit with respect to the macro block of a forward picture is decreased and the code quantity re-distributed to a backward picture is increased and the upper limit with respect to the macro block of the backward picture is increased to reduce the finally remaining code quantity. |
