A reinforcing member of a structure, and a reinforcing and repairing method of a steel pipe and a construction structure using the same are provided to repair crack or damaged portions of the steel pipe or the concrete structure by injecting a filler into an injection pipe and charging the filler between the steel pipe and the reinforcing member. A reinforcing member includes a T-shaped reinforcing material(10) having an insertion part extended in a vertical lower center, a reinforcing plate(20) having a long band combined with the T-shaped reinforcing material, plural assembling parts arranged at regular intervals in the band and a connection part vertically protruded from an end of the band and extended outward, and a reinforcing rubber plate(30) stacked in a lower part of the band of the reinforcing plate. The T-shaped reinforcing material is manufactured by impregnating glass fiber with epoxy. Assembling projections are alternately arranged and protruded outward in the insertion part of the T-shaped reinforcing material.
