An emergency door opening and closing apparatus embedded with a portable telephone is provided to simplify the structure by excluding a service server between an emergency door and a mobile phone company. An emergency door opening and closing apparatus is composed of: a portable telephone(110) installed inside to store a unique wireless mobile phone number and be capable of wireless communications and equipped with at least one key pad; a vibration sensor(120) for sensing a vibration signal generated by converting a call signal transmitted to the portable telephone from the outside; and a control unit(131) for controlling a servo motor(142) opening or shutting an emergency door(141) and an opening and closing device with a locking/unlocking function of a door lock(143) according to the signal detected by the vibration sensor.
