FIELD: tool-making industry, in particular, systems for controlling measuring information by primary parameters, limiting consumption of communal services by tenants (hot and cold water, heat energy and electric energy, gas). ^ SUBSTANCE: for achieving result, thermostatic valves are mounted in each apartment for controlling heat mode, means for displaying information about amount of consumed energy resources and their costs. For measuring flow of gas and electric energy, electro-mechanical counters are sued with interface modules for transforming analog signals to digital signals.
