A substrate and a method for manufacturing the substrate are provided to achieve an excellent resistance against infiltration of static electricity, a superior resistance against corrosion, and an environment-friendly characteristic. A substrate(400) is prepared. A first layer(100) is formed on the prepared substrate by depositing SiO2 on the substrate in a predetermined thickness. A second layer(200) is formed on the first layer by depositing Ti3O5 on the first layer in a predetermined thickness. The first layer has a thickness of 300 angstroms, and the second layer has a thickness of 100 angstroms. A third layer(300) is capable of being formed on the substrate before forming the first and second layers by depositing SiO on the substrate in a predetermined thickness.
