An apparatus and a method for improving quality of a still picture in a PAL(Phase Alternation by Line) mode are provided to decide a skipped scan line of a video signal differently in each field, wherein the video signal is inputted to a display panel when a clock signal is disabled. A timing controller(10) decides a vertical synchronizing signal(Vsync) for distinguishing fields of a still image from each other and also decides a horizontal synchronizing signal(Hsync) for determining a scan line skipped in each of the fields. A video signal controller(11) disables a line signal skipped by the vertical synchronizing signal and the horizontal synchronizing signal in order to disable a signal applied to a gate of a panel(12) for displaying an image, and thereby controls a still image. The number of lines of the displayed image is decided by the signal applied to the gate of the panel.
