The invention relates to a retarding mechanism practicable for anti-mosquito surfaces folding upwards and wound around the drum 24. Said mechanism operates via a liquid-containing cylinder 1, a vaned shaft 2 lodged therein, and a clutching means forthe foregoing shaft slowly rotating into the cylinder's liquid 11. No screws are used nor for the lengthwise assembly of the mechanism elements neither for the fixing of same mechanism to the lateral cap 12. The lengthwise assembly is achieved by snap-action of the peripheral end protuberance of the ring 22a on the end portion projecting out of the open end portion of the cylinder 1 of the shaft 22 into the peripheral groove 9 of the stabilizing terminal rosette 8. The fixing on the lateral capis similarly achieved by snap action of one at least longitudinal groove 19a of the shaft extension 19 of the closed end portion of the cylinder 1 on one at least rib 14a of the cylindrical shaft 14 of the lateral cap.
