A heating and cooling system for a building by using drained ground water and a ground source heat pump is provided to minimize initial installation costs by using a drained ground water storage tank as a ground heat source, and minimize maintenance costs by preventing pollution of heat exchangers caused by alien substances included in drained ground water by circulating first and second circulating fluids separately from the drained ground water. A first heat pump(11) is installed in a heating and cooling system for a building. A first heat exchanger(100) becomes a heat source or a heat sink of the first heat pump. A second heat pump(12) is installed in the heating and cooling system for a building. A second heat exchanger(200) becomes a heat source or a heat sink of the second heat pump. The first heat exchanger includes a coil-shaped first heat exchange pipe installed in a water storage tank(300) installed at a lower part of a building for storing drained ground water(301), for exchanging heat with the stored drained ground water, and a first circulating fluid including an anti-freezing solution circulating through the first heat exchange pipe. The second heat exchanger includes a second heat exchange pipe laid inside a partition of the water storage tank, and a second circulating fluid including an anti-freezing solution circulating through the second heat exchange pipe.
