PROBLEM TO BE SOLVED: To provide a bread packing material which is a laminate obtained by bonding a paper base material layer and a resin layer, and also can be set to an optional degree of water vapor permeability without restrictions by the material and thickness, etc. of the resin layer, and a bread packing bag. SOLUTION: This bread packing material is constituted of the laminate 13 comprising the paper base material layer 11 with air permeability and the resin layer 12 overlying at least, a part of the base material layer 11. In addition, numerous fine holes 13 with air permeability are formed in the resin layer 12 and the amount of steam permeating the resin layer 12 can be adjusted by the fine hole 13. The bread packing material comprises the fine hole 13 made up of a scar which is mechanically formed so as to allow its penetration through the resin layer 12 and not allow the penetration through the base material layer 11.
