An apparatus and a method for controlling reproduction of a video frame according to a motion event occurrence ratio are provided to record the video frame by relatively high recording quality or resolution at certain unit time when the motion event occurrence ratio is high, thereby improving the monitoring performance of a DVR(Digital Video Recorder). A motion event detector detects the occurrence of a motion event. A control unit selects certain unit time when a lot of motion events generate and variably sets recording quality or resolution of a motion event video frame at the selected unit time so that the recording quality or resolution thereof at the selected unit time is different from those at other unit time. A recording unit records a video frame of a new motion event that occurs within the selected unit time by the variably set recording quality or resolution.
