The invention relates to the filling of hydrophobic or hydrophobically modified porous microparticles with hydrophobic substances and to the subsequent encapsulation of the resultant hydrophobic particles using layer- by- layer (LbL) polyelectrolyte technology in order to produce homogeneous suspensions in water and to enable the controlled release of the encapsulate d active ingredients. Adhesion to the target site is improved by a specific modification of the LbL surface.
