<P>PROBLEM TO BE SOLVED: To provide an electrolyte composition for a fuel cell capable of manifesting excellent ion conductivity and proton conductivity by restraining dissipation of water from inside of a system, and to provide a fuel cell and a fuel cell system using the same. <P>SOLUTION: The electrolyte composition for a fuel cell is formed by laminating a hydrophobic electrolyte layer 2 and a hydrophilic electrolyte layer 1. The hydrophobic electrolyte layer 2 and the hydrophilic electrolyte layer 1 contain a cation component, an anion component, and normal temperature melting salt. The fuel cell is composed of the electrolyte composition for fuel cell interposed between a film-electrode assembly having an air electrode catalyst layer 3 and a diffusion layer 4, and an electrode assembly having a fuel electrode catalyst layer 3 and the diffusion layer 4.
