<p><P>PROBLEM TO BE SOLVED: To provide a system for measuring the distance of an attack packet source in which precision of actual distance value is enhanced. <P>SOLUTION: A section 1013 for calculating the virtual distance of a dummy attack packet source determines the virtual distance D<SB>k</SB>of a dummy attack packet source from the average value of attack packet reception interval, the variance, and the temporary value 107 of route selection rate for an observation device, and employs that value as a virtual distance value 1017 of a dummy attack packet source.
