PROBLEM TO BE SOLVED: To ensure a proper transmission band according to purposes of usage of video streams. SOLUTION: A video display device determines whether a video display request is received (S402). When the request is received, a transmission rate required for streaming is calculated based on resolution and a screen size. Subsequently, a transmission rate capable of being ensured for the streaming is calculated based on a communication state.
