A system for providing a location information service is provided to offer the location information of a target terminal to not only a location information requester, but also the third party, appointed by the location information requester, by one location information request message. A requester terminal requests the location information of a target terminal through a SUPL agent by using WAP or HTTP. At this time, the requester terminal sends the information of the target terminal and the ID of the third party(S100). The SUPL agent transmits its own ID, the information of the target terminal, and the ID of the third party to a location information service provider and requests the location information of the target terminal(S110). The location information service provider checks the authority of the SUPL agent using the ID of the SUPL agent. Also the location information service provider checks the ID of the third party and confirms whether the third party is authorized to obtain the location information of the target terminal(S120). Then the location information service provider transmits a notification parameter, including the ID of the requester terminal and the ID of the third party, to the target terminal(S130). If the user of the target terminal, confirming the contents of the notification parameter, accepts the location information request, the location information service provider measures the location information of the target terminal while communicating with the target terminal(S140).
