A clock signal generator and an organic electro-luminescent display device having the same are provided to generate a high-speed clock signal by not using a minimum delay time for securing driving stability and a signal feedback time. A first switching unit(100) is connected between a high-level voltage line and a clock signal output terminal. The first switching unit selectively outputs the high-level voltage according to level states of first and second control signals. A second switching unit(110) is connected between a low-level voltage line and the clock signal output terminal. The first switching unit selectively outputs the low-level voltage according to level states of the first and second control signals. A third switching unit(120) is connected between the high-level voltage line and the clock signal output terminal. The third switching unit selectively outputs the high-level voltage according to level states of the first and second control signals. A fourth switching unit(130) is connected between the low-level voltage line and the clock signal output terminal. The fourth switching unit selectively outputs the low-level voltage according to level states of the first and second control signals. The first and second control signals have a duty ratio of 50% and a phase difference of 90 degrees.
