<P>PROBLEM TO BE SOLVED: To provide an electrolyte composition for a fuel cell excellent in affinity for an electrode, capable of manifesting excellent ion conductivity and proton conductivity by restraining dissipation of water from inside of a system, and to provide a fuel cell and a fuel cell system using the same. <P>SOLUTION: The electrolyte composition has a hydrophobic electrolyte layer and a hydrophilic electrolyte layer forming a lamination structure, and front face and back face of the electrolyte composition are hydrophilic electrolyte layers.
