PROBLEM TO BE SOLVED: To provide a control signal generating circuit and a battery management system. SOLUTION: A control signal generating circuit includes a first electrode connected to a first signal line and a second electrode to which an off-level is impressed, and a transistor energized according to a second control signal and a third control signal for establishing connection between the first electrode and the second electrode, and for switching the first control signal to a fourth control signal.The control signal generating circuit receives the second control signal and the third control signal, and includes a circuit that generates and outputs a fifth control signal that reaches an on-level when the the second control signal and the third control signal are in an off-level.
