PROBLEM TO BE SOLVED: To provide a resource scheduler capable of efficiently dealing with traffic burst by optimizing resource allocation among a plurality of base stations of a mobile communication network. SOLUTION: A scheduler (100; 130) comprises a receiver (110) for receiving information (112, 114) on a load situation of first and second base stations and a resource allocator (120) for allocating a first portion of available total transmission/reception resources to the first base station and a second portion, different from the first portion, to the second base station, based on the load situation. The load situation includes information on an actual buffer fullness of a transmission buffer in each of the base stations at a certain time. The resource allocator (120) is adapted to apply an allocation rule, the allocation rule resulting in more resources allocated to a base station having a higher load compared to a base station having a lower load.
