<p><P>PROBLEM TO BE SOLVED: To provide an electromagnetic brake device capable of providing stable and gentle braking operation, by preventing sudden braking action on a rotary member. <P>SOLUTION: This device is provided between a sprocket 2 and a camshaft, and applies braking force on an eddy disk 13 by electromagnetic force from a magnet coil 27 to change relative rotary phase of the sprocket and the cam. Inner and outer circumference side first and second rollers 23, 24 opposingly arranged on a rotary member 20 fixed on the eddy disk 13 is provided movably in a rotary member direction via a support shaft 31 and a pivot hole 30 of a retaining member 25. Magnetic field generated by the magnet coil is transmitted to each roller via a first and a second yoke member 21, 22.
