PROBLEM TO BE SOLVED: To provide cell design program and apparatus for arranging radio stations on a railroad line in an optimum state so as to consider that interference quantity to be varied in accordance with the number of terminals to be stored in each radio base station and satisfy the line quality of a terminal in a train with a required value. SOLUTION: A straight line from a start point up to an end point of a railroad line is divided into sections i of an equal interval and whether a base station arranged in a section j stores terminals existing in the section i or not is determined for the optimum arrangement of base stations. In order to minimize the number of base stations as an objective function and to shorten a distance up to the section i, a computer for calculating a restriction condition by using a linear planning method is executed so that the ratio of required wave receiving power received from a base station j by one terminal in a train existing in the section i to the sum of interference quantity from all base stations in the section i and interference quantity by all other terminals in the train existing in the section i becomes minimum line quality Q required by the terminal in the train and more.
