PROBLEM TO BE SOLVED: To solve the problem that waste incineration ash cannot be used as a raw material for cement of a high standard to the chlorine amount such as portland cement even though waste incineration ash is made usable as a raw material for eco-cement by conventional dechlorination of waste incineration ash which is carried out by heating at 800 to 1,000°C in reduced pressure and which is inferior in the dechlorination effect. SOLUTION: The dechlorination method involves adding an easily volatile metal in an amount equimolecular or more to that of chlorine contained in an object to be dechlorinated to the object, milling and mixing the obtained mixture, granulating the mixture by adding water in an amount proper to adjust the water content to be 30 to 50% by weight in the object to be treated, and heating the granules in oxidizing atmosphere or reducing atmosphere for 30 minutes or longer in a high-temperature furnace at 700°C or higher.
