The device has a supporting frame, and an electronic control unit that is fixed on the frame for a radiation head (6) that is movable on a pivot arm with a hinge. An electric fire tube (8) is arranged in the radiation head. A reflector plate (9) made of stainless steel is provided between the electric fire tube and a radiation housing (7) of the radiation head. The radiation housing and a protective screen (10) are coated with nanometer tourmaline and nanometer titanium dioxide, respectively. A clamping device is provided with rotatably limited catch on the hinge.
