PROBLEM TO BE SOLVED: To provide a communications apparatus in which propagation characteristics of a second frequency signal transmitted using a second frequency different from a first frequency are estimated, based on a first frequency signal received from a partner's communications apparatus that uses the first frequency. SOLUTION: A communication controller (first communications apparatus) 100 comprises a section 110 for receiving a first frequency signal from a communication terminal (second communications apparatus) 200 by using a first frequency; a section 120 for estimating an allowable delay of the first frequency signal, by using the received first frequency signal, a section 130 for estimating an allowable delay of a second frequency signal by using the second frequency, based on the estimated allowable delay of the first frequency signal, the first frequency and the second frequency; and a section 160 for generating the second frequency signal, based on the estimated allowable delay and transmitting the second frequency signal to other communications apparatus.
