<P>PROBLEM TO BE SOLVED: To provide a developing device using a nonmagnetic one-component developer comprising a toner manufactured by an emulsion polymerization aggregation method, capable of suppressing occurrence of a ghost and occurrence of unevenness in a halftone image, and giving a high image density. <P>SOLUTION: The developing device comprises: at least a developing roll which rotates in contact with an image carrier rotating in one direction, and supplies the nonmagnetic one-component developer comprising the binder resin-containing toner to the image carrier; and a toner scraping member which comes in pressure contact with the developing roll, wherein the toner is manufactured through an aggregation step of forming aggregated particles by aggregating raw material particles containing at least resin particles in a raw material dispersion liquid in which the raw material particles are dispersed, and a fusing step of fusing the aggregated particles by heating.
