PROBLEM TO BE SOLVED: To provide a vehicle-mounted diagnostic device which can make judgement of degradation of cleaning performance of a catalyst layer without loss of a confidence level of the judgement of degradation even at the time of fluctuations of vehicle speed. SOLUTION: In the step S110, the CPU 301 judges whether or not a central cleaning rate of the period prior to the calculation of a cleaning rate is smaller than a measured cleaning rate. In this processing, the CPU 301 compares the central cleaning rate of the period prior to the calculation of the cleaning rate which is stored in the processing of a step S108 to a measured cleaning rate which is stored in the processing of a step S101. When it is judged that the central cleaning rate of the period prior to the calculation of the cleaning rate is smaller than the measured cleaning rate, it is determined that an ozone removing catalyst layer 105 is under normal conditions, and the sub-routine is finalized. When it is not judged that the central cleaning rate of the period prior to the calculation of the cleaning rate is smaller than the measured cleaning rate, the CPU 301 determines that the ozone removing catalyst layer 105 is under abnormal conditions, and transfers the processing to a step S112.
