In a device for combining a plurality of images of the same imaging range, a position shift between the images of the same imaging range is detected and the image position shift is corrected. After the position shift correction, similarity of respective portions between the images is valuated. According to the similarity evaluation, the image combination method is modified. Thus, it is possible to create an image having no position shift due to a camera shake or an object movement. Moreover, since combination is decided according to the similarity, the processing load is reduced and it is possible to create an image having no object movement.
