PROBLEM TO BE SOLVED: To provide a radiation emitting device and a manufacturing method for the device. SOLUTION: The device has a substrate, a radiation emitting functional area on the substrate and a radiation out-coupling material containing polysilsesquioxane and inorganic nanoparticles arranged in the optical path of the radiation emitting functional area.
