PROBLEM TO BE SOLVED: To provide a cylindrical water barrier layer, wherein a plurality of divided blocks consisting of a clay-based water barrier material can be fixed closely to one another, and the waste can be conveyed to the accurate position. SOLUTION: A guide rail 4 extending to the axial direction of a tunnel is arranged on the inner peripheral surface of a lining 10 of the tunnel 1 and water barrier material blocks consisting of the clay-based water barrier material 2 are supported by the guide rail 4, so that the clay-based water barrier material 2 can be kept in a cylindrical state and the water barrier material blocks can be arranged accurately in predetermined positions of the tunnel 1. Particularly, the guide rail 4 supports the outer peripheral surface of a housing part 21, which is composed of housing part blocks 211 being the water barrier material blocks having the shapes formed by dividing the housing part 21 in the peripheral direction and in which the housing part blocks are combined cylindrically with one another, and keeps the housing part blocks in cylindrical states. As a result, the housing part 21 can be kept in a cylindrical state without misalignment between the adjacent housing part blocks 211. When a waste conveying apparatus is guided movably to the axial direction of the tunnel by the guide rail 4 supporting the water barrier material blocks, the waste 3 can quickly be arranged accurately in a predetermined position of an internal space of the housing part 21.
