PROBLEM TO BE SOLVED: To provide a technology for creating a road network data, wherein the road trajectory data based on actual measurement along a road is effectively thinned out so that constituting points are extracted, and each link in two-dimensional map data is made three-dimensional, according to altitude information of the acquired constituting points. SOLUTION: A device for creating road network data comprises a road trajectory storage means 2 wherein road trajectory data of three-dimensional coordinate point sequence of road trajectory is stored; and a vertical meandering point selection means 3 for selecting vertical meandering points from the coordinate points of road trajectory and adding them to the constituting points. The vertical meandering point selection means 3 selects, for all the combinations of three consecutive vertical meandering points along a link, the minimum vertical meandering points so that the distance between a straight line, connecting the vertical meandering points at both ends and the vertical meandering point in the middle, is not greater than a prescribed threshold.
