PROBLEM TO BE SOLVED: To provide a charging device capable of charging a photoreceptor 3Y at a stable potential over a long period of time, while using a discharge member that is less expensive than a discharge member, made of a material in which carbon powder is dispersed. SOLUTION: The charging device has a charging roller 12Y which discharges electricity from the endless moving surface of an elastic roller portion 16Y as the discharging member to a photoreceptor 3Y, while facing the endless moving surface to the photoreceptor 3Y across a predetermined gap; a power supply (not shown), which supplies a voltage to the elastic roller portion 16Y; and a power supply control means controlling the output of the voltage from the power supply. In the charging device, as the elastic roller portion 16Y, one made of a material containing an electrical resistance adjusting material having an ionic conductivity is used, as the power supply, one capable of outputting a DC voltage and an AC voltage is used, and as the power supply control means, one is used, which performs control to switch the output voltage from the power supply from a superimposed voltage, obtained by superimposing the AC voltage on the DC voltage to the AC voltage comprising only an AC component at predetermined timing.
