PROBLEM TO BE SOLVED: To enhance an error correction rate on mode S response data. SOLUTION: Based on the waveform of a response signal from a mode S transponder, whether or not the mode S response data can be erroneous is bit-by-bit determined by a reliability determination part 125 to generate reliability data. Based on the reliability data, bits which can be erroneous of the response data are corrected one bit at a time.
