PROBLEM TO BE SOLVED: To provide a foam filling member capable of surely filling the space of the structure by easily holding a foam sheet. SOLUTION: After the foam sheet 2 is formed in a cross section of circular arc shape, a winding belt 6 is wound to the foam sheet 2, the play end of the winding belt 6 is inserted in an insertion port 11 of a belt insertion part 7, a locking pawl 13 of a flexible piece 12 is locked to a locking recess 14 of the winding belt 6, and the winding length of the winding belt 6 is adjusted. Afterward, the foam sheet 2 held by the winding belt 6 is fixed and heated to the foam temperature in the space between the structures and the inner part space with a fixing part 5 by inserting an insertion plate 8 into the structure and holding the structure with an inside locking plate 9 and an outside locking plate 10.
