PROBLEM TO BE SOLVED: To provide an insert capable of smoothly discharging chips generated when cutting is performed by a web blade in the radial direction of a cutter body and suppressing the generation of burrs by effectively reducing cutting resistance, and a pin mirror cutter fitted with the insert. SOLUTION: This insert for the pin mirror cutter is mounted on a first insert mounting seat formed on the peripheral surface of a cutter body and a second insert mounting seat formed on the side face of the cutter body. A pair of facing side faces 13 of an insert body 11 formed into a quadrangle flat plate shape are made as rake faces. Cutting blades 21, 22 and 23 are provided at side ridges of the rake faces. Breaker grooves 24 and 25 are formed inside the cutting blades 21, 22 and 23. The breaker grooves 24 and 25 are formed to be independent at each of four corners of the rake faces via ribs 27.
