A system for horizontally transferring and launching a ship constructed on the ground is provided to integrally construct a large-sized ship without using a dock and stably launching the ship. A system integrally constructs a ship on the ground and horizontally transfers the ship to launch the ship by using a floating dock. The system includes a trestle(13), a bogie train, a carriage, and a push pool unit. The trestle supports the constructed ship body. The bogie train is inserted into a space secured by the trestle and can be moved along a rail. The carriage lifts the ship body by a pair of hydraulic jacks provided in the bogie train. The push pool unit is mounted between the trestle and the rail to horizontally move the ship body. The ship can be launched by a floating dock in which a side well is formed.
