<P>PROBLEM TO BE SOLVED: To provide a by-pass valve whose opening time is further shortened compared with the public-known valve, and whose size of the adjusting unit or the power consumed by the adjusting unit is reduced. <P>SOLUTION: Lowered pressure is introduced into chambers (7, 8) in the valve inside and a pressure balance opening (24) is composed or is arranged against the gap (25) so that closing power is clearly reduced.
